
New Delhi, 27 Oct 2025 (ANN); The Communist Party of India (Marxist–Leninist) Liberation on Sunday released its Sankalp Patra for the upcoming Bihar Assembly elections scheduled on 6th November & 11th November, outlining promises focused on land redistribution, farmer welfare, and social justice.
It proposes providing every landless and homeless family with five decimals of land in rural areas and three decimals in urban areas, along with a pucca (permanent) house. One decimal equal 435.6 square feet.
The party also promised redistribution of around 21 lakh acres of land through implementation of the recommendations of the D. Bandyopadhyay Commission. The commission, set up by the Bihar government in 2006, had suggested wide-ranging land reforms to address inequality in land ownership.
For farmers and sharecroppers, the manifesto includes commitments such as government procurement of all crops, guaranteed fair prices, loan waivers for farmers and rural labourers, and free electricity for agricultural purposes. It also promises irrigation support through the modernisation of canals and assured water supply to all farms.
The document further proposes issuing identity cards to sharecroppers, guaranteeing their rights, and prohibiting their eviction. It also calls for the restoration of the Agricultural Produce Market Committee (APMC) Act to strengthen agricultural marketing.
