

New Delhi, 14 Dec 2025 (ANN) : Delhi Chief Minister Rekha Gupta on Sunday announced that the Delhi Government will digitise the entire agricultural framework related to farming and farmers, a move aimed at ensuring transparency, accuracy and efficiency in the delivery of agricultural benefits.
According to the Chief Minister’s Office (CMO), the Delhi Government will create a digital identity for farmers and develop a geo-mapped record of agricultural land under the Centre’s Special Assistance to the States for Capital Investment (SASCI) scheme. In return, the Central Government will provide incentive-based financial assistance to the state. The funds will not be released as a one-time grant but in phases, linked to the achievement of predefined performance targets.
Chief Minister Gupta said that, in line with the scheme’s conditions, the Delhi Cabinet has approved the signing of a Memorandum of Understanding (MoU) with the Centre. Following this, funds will be disbursed progressively, with faster releases tied to better implementation and measurable outcomes.
Explaining the objective of the SASCI scheme, the Chief Minister said it is designed to incentivise states that integrate agriculture with digital systems. “Under this scheme, Delhi will implement the State Farmer Registry and the Digital Crop Survey,” she said.
The digitisation initiative is expected to ensure accurate land records and eliminate discrepancies in schemes related to crop insurance, compensation, minimum support price (MSP) and subsidies. CM Gupta said the new system would provide farmers with proper identification, clearly defined rights and greater transparency in the overall process.
She further noted that the Central Government has announced a special assistance package of ₹5,000 crore for states across the country under the SASCI scheme. “This amount will be provided to states that prepare digital records of farmers and farmland. Delhi will now receive its share from this allocation,” she said, adding that the government is preparing to create a digital farmer registry, develop a comprehensive digital map of agricultural land and begin a digital crop survey.
Highlighting a major shift in agricultural monitoring, the Chief Minister said that, for the first time in Delhi, manual crop inspection will be replaced by a digital crop survey. The geo-location of every field will be recorded, photographs of crops will be taken and linked with satellite maps.
“This will create an authentic and verifiable record of every field, ensuring transparency in crop insurance, compensation, minimum support price and subsidy schemes. All agricultural land will undergo geo-referencing, making land maps available on a digital platform. Each field will be recorded with an accuracy of 20 metres,” CM Gupta said, adding that the initiative would eliminate problems such as fraudulent claims, incorrect land area reporting and forged documents.
The Delhi Government has assigned the Revenue Department the responsibility for implementing the project, as it is the primary custodian of land records. A special project monitoring unit will also be established to ensure timely completion of tasks and to prevent delays in receiving funds from the Centre.
Concluding, the Chief Minister said the government views the scheme as more than a technological upgrade. “This initiative is an arrangement designed to provide farmers with identity, rights and transparency,” she said.
